Mechanic: Vote for next turn's action
Similar to Puerto Rico//San Juan where each player chooses an action that will be taken that round... but instead players collectively vote/bid on what kind of turn they want to have next turn.
- For an 18xx, what if each independent company has an internal vote among stock holders as to what kind of turn it will have (lay track/pay dividends)
- For a group game, all players bid on a first and second place action to be the two rounds taken in the next turn.
Ex: In Twilight imperium, instead of each person selecting a number that indicates an action that will be taken that round, each player blind bids on which actions they want to take next round, and the top 3 are chosen.
Alternately, use New Angeles' system for voting: Each player can put up a plan, but other players can counter with a plan on their own. The player with the most votes goes.
